About history of creation of the centre: RSPC "Development" has been created at BSU under the name «Creative talent» bBy order of the Ministry of Education in 1990.
Main objective is revealing by means of psychodiagnostic means of talented children in the country, working out of individual programs of training on the basis of intellectual, creative qualities and a profile of the person of children.
Distinct from existing, absolutely new methodological bases of system of training-education and concrete pedagogical methods should be developed for achievement of this purpose. In short term, making use of the international experience, in republic for the first time there has been begun diagnostic work as a testing method.
For acceleration and rationalisation of work by order of the Ministry of Education in BSU at Retraining and Improvement of professional skill faculty have been opened 9месячные courses of Practical psychologists. On these courses teachers of schools, the interested have been sent by psychology from each area of republic. Among them by means of the battery of tests prepared by the centre the most correspond have been chosen.
Ended a course of the practical psychologist, having seized psychodiagnostic methods, after returning everyone in the area in short term could define creative children.
Such children, having come in summer the camp, organised by means of associations "Talents" (head Vagif Alekberov), could pass special employment, communicate with known scientists, figures of the literature and art, experts of various areas. As a result for children with high creative and a mental potential, whether irrespective of they live in a city or in village, development prospects have been opened.
The decision of scientific and pedagogical and metodiko-organizational questions of the spent works has been provided RSPC "Development" and association "Talent".
In 1991-92 educational year the first 8, 9 and 10 classes of talented children at school № 43 have been opened. However because of certain difficulties next educational year classes have been translated in school № 18. After on the basis of these classes the Baku European lycée which operates to this day has been created and possesses on official statisticans the highest indicators. According to lycée positions, it is provided with psychological and methodological bases from the Center and, thus, is for the Center research and metodiko-organizational base. The received experience shows, that the problem of creative talent demands wider approach. Therefore in 2000. The centre has passed to studying more the general questions and according to it has changed the name about «Creative talent» for "Development".
Experts of the centre co-operate with the international organisations. Problems of training of children of early age, active training are investigated whit support UNICEF .
